What's Best Nonresident Elk State for Success/Public Land

I live in Rapid City SD and am planning a hunt with three friends from MN in 2007 or 08. We are just starting the planning stage of this big adventure, and none of us have ever hunted elk in the Rockies. We are wanting to hunt a good state with public land access, good hunter success, possibly an elk/deer combo hunt, and it being a place where we should draw a group tag within 2-3 years (using preference points).

We are wanting to start planning a hunt every 2-3 years as a group and have chosen elk as our first big hunt. Success and meat would be a great added benefit of a hunt, but would still enjoy a good, hard hunt. Any info you could provide would be great. Right now we are looking at MT, WY or CO as possibilties.

Although I have never hunted Colorado they have the biggest elk herd. I've heard that Colorado is great for hunting elk from a numbers perspective. From what I understand they don't have a lot of trophy bulls, though they do exist, but they have a lot of numbers. Good luck.
