Utah treatment of Archery hunters

Has anyone read the new Big game Proclamation yet? If you are a Bowhunter you better be upset. They have done away with the AR 301 hunt and they are not letting us pay the extra 20$ and hunt 15 days prior to the opening on the Limited Entry Elk tags. I think I will be spending my big game money in another State.
