Wondering if you guys can help explain how the Oregon draw works. A maximum of 3% of tags for pronghorn antelope and black bear hunts and a maximum 5% of tags for controlled deer and controlled elk hunts can be issued to nonresidents. Looking over the point summary for some of the deer, elk, and antelope hunt, had several non-residents apply however not a single non-resident was drawn. I was wondering if there was a reason for this or just luck of the draw? Seeking info in reference to myself applying to a couple of these hunts in the future. Any insight would be greatly appreciated.
where are you getting the numbers as far as no non-res getting drawn? as far as i know the 3% is "up to 3%" and therefore they might not get any. but usally some do get drawn. Early in the year like jan or feb odfw puts out stats for the previous years numbers and break it down like res tags and non res tags hour per hunter in the field and success rates and so on. If you were just looking in the regs book I have to say that thing is not accurate on stats like that.
Oregon has on their website the point summary for preference points it took to draw tage for 2010. Looking through some of the various hunts for elk, deer, and antelope these units have a minimum of 25 tags upwards to 100 tags and no non residents were drawn and some of the non residents had as many preference points as the residents. I know they allow a maximum of 3% to 5% depending on the species but was wondering why no non residents would be drawn? If that makes sense
I see, did it show non res getting drawn at all for the spieces you were looking at. I'm just wondering if its 3-5% of total tags, for example. elk- say there are 56 units to draw from and a total of 120,000 tags and the max amount of tags for non res were taken from some units but not all. if that makes sence?
That does make sense and I never thought about that. I'll have to give ODFW a call to clarify for sure. I think that is probably the only way to know for sure. But yours makes the most sense as to why some units would not be drawn by non residents. I was thinking it was 5% of each unit.
let me know what you find out, I'm pretty sure i read in the regs that it based on total number of tags per spieces and not unit.

Will do. I must have overlooked it in the regs but if you remember reading it it is probably so. But I will give them a call tomorrow when they are open and see if I can get a hold of someone that can set me straight.
I'd call a few times and talk to someone different and see how many different answers you get. make a game out of it.

Good point. I know when I have asked IDFG and spoke to a few different people it seems I always get a different answer. Be interesting to see if Oregon is on top of their game.
I wouldnt hold my breath. I did glance at the regs today, I didnt see how that all works, but i did see that guides and outfitter can market non-res tags that will effect how many are availible for the draw. just some food for thought
Did you ever end up calling ODFW to figure it out?
