Not to toot my horn, but I'm pretty much the only one with an idea of the % of bulls being harvested out of each unit each year.  Unit 39 in Wyoming kills a pretty high % of bulls.  It's not a great trophy area.  Of course good bulls can come from anywhere, but if you're trying to put the odds in your favor, you'll want less than 20% of the bulls to be harvested.  In unit 39 you're looking at 35%.

You will have to start looking at the data. Harder units to draw will probably hold better elk. But I just read a article that said the trophy elk units in Wy is changeing. They are changing because numbers are down. Elk numbers that is. The wolf population is really starting to put a hurting on the elk. So are the bears in certain areas. So the areas will probably change over the next couple years.
