I heard that I can still get one if I'm a member of a hunting club - is that correct? If so, what is the process, how long does it take and how much should I budget, and what are some good quality rifles for a beginner and how much should I budget for one? Thanks!

I think that you have just asked one of the hardest questions that there is as far as giving you a correct answer the correct answer is also going to depend on what state you riside in. It is my understanding that a F1 visa is a nonimmigrant visa and being such it is illeagle for you to possess firearms.
So I would say that you can not buy a hunting rifle or even possess one no matter what even if you are a member of a hunting club. The best thing for you to do is possibly search the BATF web site for more information http://www.atf.gov/

Your classification as a non-immigrant alien generally precludes the purchase of a firearm, with some exceptions listed here:

Joining a hunting club is not on the list, but having a valid unexpired hunting license is. Like Critter said though, various states may have regulations that go beyond the federal requirments listed on the ATF site. Colorado, for example, does not.
