I believe thats not far from San Francisco. There may be some gay and lesbian elk there. 
Which would account for the low procreation levels.

It could also be that the elk are only on about 12 square miles of land...or it could be what they've been eating:

Not sure I'd want to harvest any wildlife from there until the clean-up is complete...
