Darn AZ 10% Non-Resident CAP - anyone ever filed a FOIA request (Freedom of Information Act)?

I know all the NRs are fed up with the 10% AZ NR cap.  And our inability to draw some hunts (have to guess which ones!), and inability to know TRUE draw odds for many others.

Has anyone ever had any direct discussions with AZ GFD Larry Voyles or his managers about this?  Any input on exactly why AZ GFD won't take the easy step of stratifying their stats by residency status?   It would be an easy thing to do.

Has anyone ever filed a FOIA request with AZ GFD?   AZ has a FOIA statute much like the federal government and most every state (Freedom of Information Act).   None of the legal exceptions allowing them to keep this data secret would seem to apply in this situation (based on my cursory legal analysis - granted, law school was a few years ago).

Please let me know if you have any detailed history on the subject.

AZ GFD was somewhat

AZ GFD was somewhat responsive to my FOIA request.  I was successful in being a pain in the neck, and gettting many PDFs of data.  But not successful in getting the software change that AZ GFD said would be required for them to be truly transparent to the non-resident hunter as to true draw odds.

AZ GFD is very familiar with this complaint but doesn't want to spend the money to program the fix.  They told me they would have to charge me for that change to the software.

Like me, I suspect few of you want to vote with your dollars - and boycott the Arizona draw.   So instead, I encourage each of you to write (NOT call) the AZ GFD Director's office to voice concern on this issue (cc: Governor's office). 

Funny how AZ won't spend any of the sportsmen's dollars to fix their technology.  Hence their draw deadlines are extended by 1-2 days every Feb & Aug because their system can't handle more than a few applicants online at a time.  Wow...
