Colorado hunt stats dumb question

This is going to sound like a dumb question but... I have been applying for a non res- Muzzy cow hunt 1st choice and am wanting to start building preference points and maybe someday draw the bull tag. Am i reading this right that if i pick the hunt as a second choice, i am still guaranteeed to draw? Assuming the State wide shake up doesn't cause more problems? Whats the Choice 1% 95 mean? Also, if i go Over the counter Archery, do i need a Bowunter class or does my normal Hunters safety count?

I think that a person could go daffy trying to read the stats that the division puts out but I'll try and help you.

There are a total of 140 tags available for the season. 95% of the hunter that put in for it on there first choice drew a tag for a total of 61 tags. Which left 79 tags for the second drawing that were all drawn. The problem is that they don't say how many hunters put in for the tag. So if you put in for it as a second choice I would say that you could draw a tag but there is no guarantee to do so.

For your second question yes, the regular hunter safety card will suffice
