I don't think they set the tag quota until later this spring after they have processed the aerial counts and have a feel for how last winters weather effected the herds.
Aerial counts are done now and winter kill usually happens later in the season, so there is a lag of a year between a large winter kill and a reduction in tags. Some tags were reduced last year when it became obvious that there was very high winter mortality in some areas.
