Where is the best state to hunt goats? How many are there and how easy is it to get a tag. I'd rather go somewhere with a fair amount of goats than go somewhere with a ton, but have to wait 2-5 years to get my tag. I'm hoping a state and zone that the drawing is pretty much 100%

You mean speed goats? as in pronghorn?
I've seen that question asked several times on forums. Seldom does anyone suggest any state other than Wyoming.
Last year I was able to draw 2 reduced cost doe tags - $48 ea. Great price for any non-resident tag.

Now if you mean mountain goats you might want to ask this guy -
