| You'll have to be a little more specific, Canada has ten provinces and three territories. A B I G country, so please be as precise as possible |

Welcome to the site. I know anything about specific outfitters other than what I can pull off the web. New Brunswick and Quebec are your closest options; Ontario has no spring bear hunt :](*,) and there are plenty of options once you get out west in Man, SK and Alberta. If you choose to go to SK I can probably find out some better info for you, but that's a long way from Pa.
Good luck. |

| Newfoundland had a very healthy bear population and the rates are very reasonable. Not sure if they have a spring hunt. Just looked and they do have a spring hunt. :thumbsup1: |

Nova Scotia doesn't have a spring bear hunt but for a fall hunt it would be fine. |

Baiting is illegal in NF, and although they do have a population their success rate isn't as high as you would think. |

| Be aware of the basic add-ons. You have the price of the hunt. Then you have to consider whether these items are included or not: your licence, an export permit, skinning and processing(cut & wrap), accomodations and meals. A basic hunt package can really build up quickly if these are not inclusive items. |

Untrue, and untrue.
Baiting is legal here, and quite likely the best way to bag a bear. I did it this spring past.
Newfoundland has a bear population of approximately 10,000 (+), with a human population of ~ 508, 000. It's a fairly large province, geographically speaking (wide open), with inhabitants spread out over a large area. This equals much less hunting pressure.
Success rates stats may be skewed as many or most hunters that visit this province generally pick up a bear licence in the event that they spot (stalk) a bear while hunting other big game (e.g. moose, caribou). Some may never take an animal, perhaps by choice.
Here is the website of a reputable outfitter that baits very close to my site. They have had great success. It's not within your specified price range, but I'll sumit it for your thought.

I stand corrected. I came by my misinformation honestly - when I looked into going moose hunting I had two outfitters tell me that. |
