Bit off topic, but I didn't realize baiting was legal in WY.

I figured since game ranches are outlawed for "fair chase" reasons in WY that bear baiting would be outlawed for "fair chase" reasons as well. Not that I support either being outlawed, just that it seems inconsistent.
