The left over draw is all going to depend on what you asked for when you applied. If you asked for a refund if you didn't draw your first, second, third, or fourth choice then you will not be notified of the left over draw and will have to wait for left over permits after the draws have been completed. If you checked the box to send you the left over draw options then they will notify you of what is left over for the left over draw.
To add to that. The left over list is a first come gets it. By the time the public gets the list there's not as much left. The public gets it in August. If you asked for it if you didn't draw instead of a refund. You get it in June. You also get to keep the point you gained, whether to take something from the list or not.
