It comes back to money. The GC wants the racks on bucks in PA to compete with those of Montana, Iowa, Texas and the other well known states to increase the draw from non-resident hunters. It seems hunting is more about the size of your trophy more than putting meat on the table. Around farm land, there are still a fair number of deer, but in the big woods, you may not see a deer all day, even on the first day of rifle. Farmers shooting 30 or more deer a year for crop damage and the pressure to reduce deer-auto collisions doesn't help. If you want to see alot of deer, just go to Pittsburgh. Good luck finding a place to hunt though.
