Suggestions on what area to get OTC cow tag for??

I just got back from my 1st season rifle hunt in Buford and was unsuccessful as I missed my shot on the only bull I found. I am completely infatuated with elk hunting now and am looking to get an OTC cow tag for sometime in November and am hoping someone can give me some input on where to look. 

I'm thinking somewhere lower in elevation as we started at 10k feet and didn't find anything until we went down to 8400 and they were migrating down to lower elevation due to the 5 inches of snow that came in on Sunday. 

Any input would be much appreciated. Thanks

There are no OTC tags for

There are no OTC tags for cows in Colorado, there are however left over tags from the draw.  Most of these are for units that have a lot of private property that is hard to get permission to hunt on or areas that depend on a lot of snow up high to push the elk lower where a hunter can get to them. 

Looking over what is actually left over I don't know of any area that I would recommend.

That's the page I was looking at and was thingking unit 461, but maybe I'm reading it wrong?

Thanks for your input though. I'm still learning how the whole system in CO works. It's vastly different than everywhere else I've lived.

If you have never hunted it

If you have never hunted it before and haven't had time to scout it out as far as knowing where the elk hang out along with knowing the private property in the area I wouldn't bother.
