"Change we can believe in" includes globalizing the economy. This makes for a network global economy that allows goods to cross borders more efficiently. In addition, it allows the government to ignore an emergent Chinese military, which in turn enables China to modernize its military cheaper in an environment of reduced competition. This lets them spend their trade surplus in other areas.

Bottom line: "Change we can believe in" will reduce the price of rice in China.

Sorry the answer was so long. Not long after I posted that my phone rang. After bringing up a few details about my family and past activities, the voice reminded me that "Change we can believe in" will make everything better. So I apologize for going off the reservation. It will all get better -- period.
