springtime Vermont is a now a disaster area

The feds have declared some of the Lake Champlain bordering counties a ‘major disaster area’ for the flooding of this spring.  Really?  A major disaster because the lake shore flooded?  The only thing dumber is a decade ago when they declared a late April frost a federal disaster.  It’s just the weather guys – you should expect it.

Well Mike, there are hundreds

Well Mike, there are hundreds and hundreds of camps and homes underwater, and have been that way for over a month.  "Major" or not, it's definately a disaster area.

sux for those affected

No doubt it stinks for those who are flooded but I have a ghard time calling something so regularly preditable a disaster.  To me disaster implies something unexpected that is difficult to plan for.   Snowfall, frost, flooding, seasonal drought etc. all seem too routine to be considered a disater to me.  Maybe its just a somantics thing.  Maybe I'm just not close enough to it to appreciate it like those involved directly do.
