Sagebrush Whitetails

I was wondering if anyone has much experience with hunting whitetails in rolling hills covered with sage.
I have located a nice buck on my lease, but he does not stay in the oak brush and plum thickets where it is easier to stalk him. Every time i see him he is about a half mile away and he runs as soon as he sees me, even at that distance.
I have about 1000acers with a large draw running through it. About half of the land is shinery or (oak brush) and the rest is sage brush with a few plum thickets mingled in the smaller draws.
I have seen him in the oak brush one time back in septermber when i was scouting. But the last three times he has been in the sagebrush.
How do i find and sneek up on him with out him seeing me first in all this open country.
