I used to live in wyoming, a resident can buy a genral license and tag over the counter. I have always had great succesfull hunts in north western Wyoming around cody. I hope I have given you some usefull info.
Yes, a resident can get a general license for certain areas, but have to draw in others. It can be very hard for even a resident to get a license in certain areas. Never hunted Cody, but I know a lot of big bull and bucks come from there. I am Wyoming resident so ask away if you have any more questions.
To my knowledge, they will call you if there is a problem. You can call them if you like, but not sure if they can help over the phone (307-777-4800). They have been helpful in the past. I have also received my app. back for corrections if it was sent in soon enough before the draw.

Over the years I have seen several elk and deer hides left in the woods by hunters and I have to wonder why they do this? I fully understand and agree about getting the hide off the animal as soon as possible to cool the meat, but why not pack out the hide with you and use it? As far as I know there are no state laws that require you to take the hide home, but to me why waste such a beautiful part of the animal? Some might think they have no use for the hide or it costs too much to tan....
