Question about Colorado Draw System

Does the state of Colorado have a quota for deer/elk draw hunts like New Mexico does?

For example, in NM 84% of the deer/elk tags go to residents. 10% go to Non-res who hire an outfitter and only 6% for the Non-res who choose to hunt without an outfitter.

They do and I believe that is is on kind of a sliding scale.  I know that if you put in for a draw that requires a certain amount of preference points then it is 20% of the tags to non residents.  Other than that it is 35% to the non resident weather you hire a outfitter or not.  Most outfitters would have access to landowner tags so the draw really wouldn't apply to those tags. 

At least that is what I understand it to be.

The only other thing I would

The only other thing I would add to Critter's comment would be that the draw proportions aren't necessarily fixed.  The tags will be passed out to first choice applicants until all first choice applicants have drawn their tag before the second choices begin to get drawn.  So if the overall mix of first choice residents and non-residents is 50/50, as long as there are more tags available than applicants the final draw results will post as a 50/50 mix, not the defined 65/35 mix.  The youth and landowner preferences can also skew the overall results a bit too for those eligible hunt codes.  For the harder to draw hunts where there are always more applicants than tags available, you're looking at 65/35 and 80/20 pretty much.
