Well, I think it's a disgrace. First off, there should be a distinction between those cases where it might have been an honest mistake or accident and those cases where it is clearly deliberate poaching. In the latter case the offender should lose hunting privileges for LIFE!--yes, even on the first offense--and should spend time in jail--I would say at least 90 days, and I mean ACTUAL jail time, not a suspended sentence or community service in lieu. Second offenders should spend several YEARS in jail! After that I'd dump them in the tank and throw away the key.
Want a quick and inexpensive call for Moose? Take an empty 32 ounce coffee can, and make a small slit in the bottom, only about a quarter inch. Then, take one of those really big red rubber bands, the ones that go around big folders. Cut the rubber band to make one long piece.
