over the counter non resident tag ?

From Louisiana & interested in making a mule deer / Pronghorn hunt out of state... Can anyone tell me which states, if any, allow Non Residents to purchase Mule Deer tags & possibly Antelope tags over the counter WITHOUT having to send in applications?

There's quite a few states that have either an over the counter tag or have leftovers. None of these will be your best trophy units, with some exceptions.
Not sure where to start, but Idaho has a nonresident tag quota that is basically good for the whole state. That's probably your best tag. Wyoming and Colorado will have leftovers available in some areas, and Wyoming would be your only option to combine deer and antelope without drawing. Nebraska has over the counter mule deer tags in the western half of the state, but the public land is limited outside of the Pine Ridge. I can't remember Utah's system offhand and can't find my old regs book, maybe someone else can help me out, but I'm pretty sure there is a first-come first-served tag quota in some units. California, Oregon and Washington all have tags available over the counter, sort of, but plenty of public land. California is the easiest to get a Mule Deer tag for, but the success rates are shockingly low. Oregon has over the counter blacktail tags, but all eastern Oregon (ie. mule deer) is draw only. Washington's tags are almost all over the counter.
I would say Idaho gives you the best options for an over the counter tag at a reasonable price (especially if you buy an elk tag, too. Combined rate is fairly competitive). If you were interested in a west coast state, I'd recommend Oregon over Washington or California. If you wanted a plains state, I'd go to Nebraska. There's a reason that leftovers will be available, it's because those who know, don't want them. Oh, yeah, Utah is pretty good too.
You're up a creek in Montana, New Mexico, Nevada, North Dakota, South Dakota and for the most part Arizona if you don't want to apply for a mule deer area.
Someone else want to chime in? I'm pretty sure that covers them all. Oh yeah, Alaska has Sitka Blacktails without a draw, and you can have up to four buck tags on some islands (or was it three?).
Oh yeah! Oklahoma, Texas and Kansas also have muleys. I'm pretty sure Kansas is draw only, but not Oklahoma or Texas. Texas has small pockets of public land in the west and in the panhandle, but almost without exception (Rita Blanca Grasslands, and some reservoirs) they require a draw to hunt the public land, all of which is trophpy managed. Oklahoma, I believe is just a general tag, but Western Oklahoma has a few spots of public land with good deer hunting, some of which will have mule deer.
Ok, I think that covers it. Go to Idaho for the best experience.

exbio...Utah does have general season, OTC tags. Like you mention, they're not for the best units but there are a lot of deer in Utah so you never know what you may stumble upon.

I've seen some bruiser bucks in general season units while fishing up there.

Also, while Montana is a draw, the odds for an Elk/Deer General Season combo hover around 50% and there is no shortage of public land and trophy animals in Montana.

Montana is not a draw if you hunt with a outfitter, but licenses must be purchased by march 16th.

Utah gen. season I think you still need a point to draw, but lots of deer.CA lots of tags sold but not that many good deer. Good bucks in places ,espeacially the 1 in 4,000 draw areas.Go for CO. MT. UT. maybe ID. I'm putting in for NM tho still, you can get drawn there just not the best areas.You have until April 8th to get them in!!

In New Mexico you can get private land only tags otc, if you can find private land to hunt or are willing to pay. I have 2 ranches that I work on with hunts still available for this season.

Yup,been hunting the Canadian River area for 10 years now this way. Tag is $275.00 as of 2008 OTC.

What are the other options available. I was wanting to do a back country hunt for deer or elk on an OTC tag or a tag with good chances of getting drawn. I will be bowhunting.

Utah has gone to a draw on all general season tags. With that being said there are usually leftover tags after the draw that you can get but the options are very limited.
