No. Not all states require a lottery.

In Utah you can buy a spike tag over the counter. Also some Open Bull tags for a couple of units. But they are tough hunting.

Most of the coveted Trophey Bull tags and all the anterless tags are given out by lottery.

I think Idaho also offers some over the counter tags.
