I have once and it was with a guide. I am not sure if you have to have a guide by law or not. I know the migratory bird permit you get in NS is also valid in PEI so you are OK there. You do have to get a non resident small game license for PEI but that is not hard just $$$.
When hunting whitetails there are many different languages being spoken afield that I key on when outdoors. All these little creatures living around whitetails have something to tell us if we are willing to listen.
