Because of their low elevation, those SWAs are generally not very good for the early rifle seasons.  Although the areas just south of Indian Run isn't a bad option.   Oak Ridge and Jensen usually have some elk on them, but all the scrub oaks can make hunting difficult.  For 1st season, I'd usually want to get a little higher, but because the archers tend to run the elk off the north end of the Flat Tops so early, you have decent chance of getting into them in those SWAs.

640 acres won't hold, but you catch them passing through.  I'm not which particular parcels you're talking about, but unless they are large, high elevation pieces, I wouldn't bother with them for elk.  Deer can be a different story.

From my experience Oakridge area has elk, but be prepared to see plenty of orange.  Bitter Brush is good if your looking for antelope.
