Low Cost Youth NonResident Hunt....Best State

I am looking to take my 12 year old elk hunting and am starting to plan. Most states have reduced license cost for youth but I believe most require the mentor to carry the same license. Are there any states that don't? I'm looking to get advice or opinions on where to get started at the lowest cost but still get the experience.

Mentor

Colorado only requires the mentor to have his or her hunter safety. Not a license!
You will have to be with him since he is 12. 100.75 is the Non Res youth elk tag.
