Leftover Tags in Souther Arizona

Hi guys! I have a question about hunting in southern Arizona. I know it's late, but I've been thinking about deer hunting and noticed that there may be leftover tags in the area southwest of Tucson. Can anyone comment on this? If they exist are they available to non-residents? My research shows this ought to be a relatively good area. Am I on the right track? And lastly is it safe? I looked on the Arizona Wildlife website and it showed several hundred licenses available in this general area. Any help would be greatly appreciated.

According to a friend of mine that lived just North of Tucson you want nothing to do with that area.  Between the ileagles and drug trafic you would have a hard time getting out of your camp to do any hunting.   There is a reason why there are left over tags.
