I stole a peak at the draft 2010 Colorado regs booklet

I was snooping around and found a draft regs book in someone's office today. Looks like there's only two additional changes worth mentioning. We've already beaten the hybrid draw and loss of the statewide muzzy tag to death. But I did see the List B list, and there have no units removed, and 54 has been added. 55 and 551 did not get added to the list. One other note is the addition of a unit 361, which will be from the Eagle's Nest wilderness boundary north to the old 36 boundary. It looks like the DOW wants to change or at least look at hunter numbers there. I did not catch whether 361 will be OTC. The other thing I should have looked at but didn't think to was how the muzzleloader tags will be distributed amongst units.

The B list? I need to read more, I have no clue what that is.

I heard 551 was being considered to be turned into a "trophy unit", does this have anything to do with that? I've hunted there for 10 years now and have my own opinion on the matter, but that's another conversation.

I'm anxious to get my hands on the 2010 regs now, especially that my stomping grounds have been mentioned.

List A vs. List B works like this. You can only have one list A license. All either sex and buck or bull licenses are List A. Some cow/doe licenses are List A. OTC bull tags are therefore list A. You can have up to two licenses if at least one of them is List B. List B licenses are always cow/doe licenses. All cow/doe licenses are limited.
So, in other words, if I wanted a bull and a cow tag, the cow tag must be list B. Page 5 of the 2009 regs shows the list B units: 1,2,3,4,5,6,7,8.9,10,11,12,13,14,15,16,17,18,19,20,21,22,23,24,25,26,27,28,30,31,32,33,34,35,36,37,38,40,43,44,45,47,50,59,74,76,79,82,85,86, 161,171,181,191,201,211,214,231,301,371,441,444,471,500,501,511,581,591,691,791,851,861 and a bunch of eastern plains units. While that may seem like nearly every unit, it is not. Let's say you wanted to hunt unit 62. It is not List B, so can only have a bull OR cow tag for that unit. If you purchase the cow tag, which is List A, you cannot have a bull tag anywhere. But you could have an additional cow tag from one of the units on that list, let's say unit 12. Sticking with 12, because the cow tags are List B, you could have both a cow and a bull tag, or two cow tags for that unit. If you purchase the OTC bull tag, it is list A because it is for a bull. So if you want to have an additional cow tag, or want to hunt somewhere with two tags in your pocket, it needs to be from the above list. Got it?
Regarding 551. That unit, plus 55 and 54 were proposed for limitation. That means there would be no OTC tags. The DOW rejected the Gunnison Stockmans Association's (or whatever they are called). If it had become limited, that does not mean it would be a trophy unit, just crowd controlled, similar to the Front Range units and South Park units. A compromise was adopted, mostly for unit 54 by limiting archery licenses.
Don't be afraid to ask questions or throw out hypotheticals, we're here to help. Nothing worse than not understanding the regs and having a wrench thrown into your gears when the time comes to buy a tag. I've seen it before, guys trying to buy two bull tags or two cow tags and the clerk not knowing the regs, just reading the computer, which is rejecting the purchase.

Thanks for the help exbiologist.
Now that the muzzle loader isn't a state wide draw do you think 2 pts will work to draw in 2011 for #54 now with the new regs.?
Is there any way to tell when the dates for muzzleloader will be for 2011 or do you have to wait till that year?
