father in law was baiting in the evening for almost 3 weeks. its been 4 days now of morning baiting and I hunt in 6 days.

4 days is not a long time,, give them more time and keep baiting early things should change soon, if not then go ahead with the plan .
i'd say 1 more week and u will see changes .

If you read the suggestions that you get you can really get some good information.
I found a bunch of bear because I was prompted to keep scouting.
Being new at this, I would have dropped bait at the first track that I found.
Now I've got 3 good cribs set up for my daughter, with bear coming every time I bait.
Only suggestion that I can give you is:
There is no such thing as MAGIC BAIT that once a bear tastes it, they will never leave. There is no such a thing.
Don’t be foolish like me and spend your money on exotic ethnic foods.
Stick with doughnuts, bread smeared with grease, dog food, meat scraps, sweet syrups, and lots of old deep fryer grease. Do honey and bacon grease burns, and spray liquid smoke mixed with vanilla and or anise oil.
With luck, my daughter will tag a bear, and I have this forum to thank.

It’s the 11th hour
Been baiting now 10 days tomorrow
And tomorrow things are probably going to change
I finally get to hang the tree stands
So I expect to scare these bears into nighttime
I've had bears coming every time I bait
No big boy yet but 5 or 6 different bears
Don’t have the experience that you guys do and just guessing 2 of these bears are in the 3 class +/- 50 lbs.
And now, tomorrow the crib layouts change with the stands
