A few years ago I hunted in GODS VALLEY just north of tillamook, party of 5 pulled 3 bulls out of there.
They have been doing a lot of logging back in there the last couple of years, not sure if the herd has stayed around or not.
I have also heard the blue mountains in NE oregon had good elk hunting, but is a draw tag.
Hunting can be slow and frustrating if Mother Nature throws a warm hunting season at you. But things can take a drastic turn for the better with the onset of a cold snap. Whether you get snow or just a good, prolonged cold front, the hunting can improve on a dime. But cold whether can also make certain parts of the hunt more tedious.
