Get a map, a Washington Delorme Atlas & Gazetteer is perfect. Look for the biggest area with no roads and go scouting. Be prepared to see a lot of people during season (particularly archery season) a lot of people hunt that area, and it is a very popular recreational area for non-hunters to hike, camp and ride horses. But there are elk around.
