Early Elk in SW Colorado... Advice wanted

I am going to be in the Silverton area trying to get a shot at my first Elk with my bow, we are hunting on public lands in the 74 & 75 areas. The locals have told me that there has been a lot of rain for the past few months and the Elk are not in the usual places. Should we go higher up(11,000' +), or stay lower closer to the mule deer altitudes (8,000"). Go thick forest or field edges. Obviously, we are unsure since this is not our normal hunting that we do in PA for whitetail. Any knowledgeable advice is welcome.
