Does lots of bear mean few deer and vice versa?

Fawn mortality rate is about 30 - 40% anywhere there is a high concentration of bears.

Bears are carnivores

When they wake up in the spring, they are hungry and will not turn down a free meal.

Where I live in Alaska black bear boars are a major predator of moose calves, so it seems it would be logical it would be the same with deer.
