-> Reduction of nonresident participation from the current 60/40 split to 70/30 or even 80/20 (Residents/Nonresidents)! I'm not sure what is motivating this proposal. The DOW has long said the elk population is over-objective. In-state hunter numbers hold steady year-over-year, if you elminate even more NR's the DOW will have even fewer hunters to work the elk every year.
-> Go back to a Random Draw only. Eliminate the preference point system.
-> Remove OTC tags completely for elk across the entire state!
