Huh? Anybody else baffled by this statement?

Non-resident hunters will pay $5 less for deer and bull elk licenses to reflect a slight reduction in the federal consumer price index for the Denver-Boulder area.

Since when is the non-resident license price pegged to the CPI. Wasn't 2001 the year that NR elk tags doubled? Then in 2002 they dropped the cow tag price to $250?

Furthermore, is this suggesting that the denver-boulder economy is experincing year-over-year deflation? I thought the cpi, excluding fuel costs, was stable....

Weird.

Yeah, it is wierd. I'm guessing it's just an excuse. A politically-correct sounding reason for the small change in price.
