Colorado Draw

I have a quick question.

 

If you don't draw your 1st choice on an application, does your 2nd choice get put in with someone who applied in the same unit as 1st choice with zero points?

 

Or...do all the first choice applications chosen, then 2nd choice is taken from the leftover list?  Never understood exactly how that works.

Yes, but it doesn't matter what unit the person that had 0 points put in on his first choice.  If you both put in for the same second choice both of you are in for the second choice draw.

In reality there are no leftover list until all the draws are complete.  So first, second, third, and fourth draws need to  be done before there is a leftover list.

Even more clarification

The draw process goes like so for non hybrid draw elk and deer:

1st choice:  Pure preference.  So the guys with the most points get the license.  Those with the minimum number of points get the license allocated randomly.  So, if there are 1000 licenses, and 2000 applicants and 500 have at least one point, all those guys with one or more point get the license, the the 1500 people with 0 points have a randome draw for the remaining 500 licenses.  If there  are 2500 licenses and 2000 applicants, then 500 licenses will go to 2nd choice or later.

2nd choice.  This occurs after all hunt codes have been through 1st choice.  So if there are no licenses of a certain hunt code remaining and you put in for that code 2nd choice, you have 0 chance of pulling the license.  However, like in the example above, if there are 500 licenses going into 2nd choice, those are allocated randomly, no preference points used or gained here.  If there are still licenses left out of that hunt code, then they go to 3rd choice, and then 4th choice.  

If licenses remain after 4th choice, they go into the leftover draw.  For those who selected the leftover draw option, no preference points are earned or used (you should have already earned your preference point for the year).

Once the leftover draw occurs, the leftover list will be posted.  Those remaining licenses can be had first come-first serve starting on leftover day, which I think is the 2nd Tuesday in August.
