What really surprised me about the whole CWD thing is the elimination of mandatory testing. I would think that if I were running the DOW I would want as much information as possible about where CWD is, whether or not it is spreading, if it is increasing or decreasing, etc. To that end, I would be more inclined to institute mandatory testing EVERYWHERE, rather than eliminating it in the areas where we know CWD has appeared. At the very least I would make it mandatory in every unit where it has appeared and make it voluntary--but highly encouraged--everywhere else.

The only reason I can see for eliminating the mandatory testing is if the scientists are telling the DOW they have all the information they need and further testing is unnecessary. Judging from the biologists and chemists I know, that's not likely. They tend to want to keep gathering more and more data, long after it seems to be serving any real purpose. They NEVER seem to feel like they have gathered enough data to satisfy them!

Perhaps it is a cost issue, with this move to reduce NR participation. In other words the mandatory testing costs $$$ then the new incinerator costs more $$$, all the while they are projecting that revenue is going to plummet in the next few years if NR tags are reduced.

This is another reason to leave the NR participation as is, more $$$ for research. The amount of dollars spent on prion research is pathetic.
