CO Units 11/211

Our original plan fell through so now 2 of us are on our backup plan to hunt 11/211 4th season rifle in Colorado. 

Looking at the maps there is significantly more BLM in the western section of 11 bordering unit 10.  This would be nice so we don't have to watch out for private land, as much.  So my questions for anyone out there are...

Are there resident elk in the western section of 11 near Maybell, Pinion Ridge, Wapiti Mountain or is this completely migration dependent?

We will have an either-sex tag so would there be more likelihood of seeing a bull near the border of unit 10 because of higher bull numbers there and perhaps one crossing the unit line?  Not looking for a big bull, just meat for the freezer.

Also with the snow coming in will the migration be in full swing or is this not pushing them into units 11/211?

Thanks for the good luck.  I'm pretty sure I'll pull the trigger on the first legal elk, bull or cow, I see.  I'm also looking at the CrossMountain area as I've been scouring the DOW's concentration maps.  Anyone got an info they are willing to share?
