CO Preference Point Question

I have a friend who lives out of state (talking about CO here), and he went elk hunting with me last fall here in CO, but this year just wants to put in for a PP.

My question is, I know for a resident just putting in for a point you get everything refunded except for your $10 habitat stamp and $3 per species fee.  Is this the same for a non-resident?  Or is the non-refundable application fee ($3) more for non-residents?

Also I see there is a $40 per species fee this year, but since he had an elk tag last fall does this not apply? 

I looked all through the regulations booklet and didn't see anything about the fees for application being more for non-residents but wanted to make sure I don't tell him the wrong info.  Thanks!

Since your friend had a tag

Since your friend had a tag last year the pref point will cost him the $3 fee and the $10 habit stamp fee only. Next year if he does not get a license this year, it will cost him the additional $40.

So if he gets only a PP this year, and gets a tag and hunts next year, will the tag cost him an additional $40, or does that only apply for Pref Points?

It is getting to the point

It is getting to the point that you are going to have to hire a lawyer to be able to keep track of the rules and regulations in all the states that you might put in for the draws in. Bash
