the import permit of which i spoke is called--USF&W Service
Declaration for importation of fish or wildlife
Has dates of import- port-and species-scientific name and common nameie Black bear-place for cities but you don't need that #-description- ie meat or hide etc-quanity-and country of origin takes about 5 min and then bored US customs agent some times looks at it and sometimes doesn't even rise outta his/her chair but tells you to put it in basket on desk-i use form about three times a year- spring for bear- fall for moose- and sometimes in summer for fish- although i've used it for many other things also- fun is when you shoot something in Canada( take it to use) something in USA and then travel through Canada back to AK(USA) to go home-

We found out the hard way last fall, that ignorance of the law is no excuse for the border patrol. Most of the time you can scoot right through the border without too many questions or problems, however we were unfortunate to be selected for a full search. We had not declared a hotdog, yes one single leftover hotdog - and the US side found it on our return from BC back into Washington state. Needless to say it took us hours to have everything searched, every inch of the camper & truck. After all that we were given a stern lecture and of course our hotdog was confiscated!

What I got out of the experience was #1 - you better know the law both ways, and #2 you better know what you have in your possession and declare it if asked. They did ask about meat products, but we forgot about some of the leftovers in our cooler. So at the least you can have your items confiscated, and at the worst, the infraction can land you in jail.

OK BUT last bear sent to me from hawkins tax. in Winnipeg had no cities- I used to have to have them years ago- maybe i do now- I'll check- I used to have them also for wolves and Ivoey(walrus) i had a lic to issue them for tourists who bought Ivory in AK and took it through Canada to USA. Ditto bear hides- i took 6 wolf hides from Yukon to Fai and had them taken BUT i got permit later from dealer in E3dmonton and screwed the jerks at US Customs who told me i'd never be able to get permit as hides were in USA already- one on me.

You still need a Cites permit for timber wolves and timber wolf hides but not coyotes. Don't need one for bears any longer and haven't for at least 6 years. Its not a big deal anyway as they are free whereas export permits which are required, are $35 Cdn.

I followed the links that Chestergolf posted for the CITES website. It clearly states that the permit IS needed for black bear for either coming into Canada or leaving. Sawbill, are you saying that the official CITES website is wrong?

???????? What is da truth? I know I still need the form I posted about to get into USA and a Canadian Export permit-BUT What about CITIES? Guess I'll go to their Site.
Went ther- Got confused-will check with outfitter in MB and also stop at border going into Canada and get all paper work.

Sorry that its causing so darn much confusion but what can I say? I haven't had to issue Cites for years for bears. Just export permits. My guys get a dozen bears each season and have for years. All have gone back across the border w/o the need for a Cites. The only way to resolve it once and for all is to contact the Feds in person and get it from the horses mouth.

Which feds? Seems to me like this is a two part problem-1) Export from Canada-Pay for export permit but Cities is question.Looks like it ain't needed.
2) import to USA-USFWS permit needed but Cities?

UPDATE:

Yes, at the border he got an CITES export permit from a rather bored guy. It was for the hides and a couple steaks they gave him. The hides had their hunting tags etc, so no trouble at all. Thanks everyone for trying to help, although I think I am more confused now than I was when I was looking it up myself!
