Why not try for two bears in Washington?

Honey Burn?

Some states that don't allow baiting will allow the use of scent attractants such as a honey burn or the use of bear attractant smoke sticks (fish scented). Check to see if your state allows scent attractants.

Bear hunting without bait

In Washington any thing used as an attractant is considered bait. I have been told by F&G that if I use elk urine as cover scent and use a cow call for bears that I could receive a ticket depending on the officers "interpretation" of the baiting laws.

Just look into it carefully.
