New to North Idaho panhandle bear hunting and would like to know what is the best way to hunt black bear here. Not sure if baiting is the best way in section 1. If it is, what is the best bait, how often should i re-bait etc.I do not have dogs and do not want to hunt with dogs. Also, not sure when Bears usually come out of hibernation.

Baiting Spring Bear
we are starting to see some out now down hear in the lower part of the state 
putting up the stands this weekend.can't wait for the 15th.
