When you are in the screen to post a reply to a topic or when you create a new thread, you will see an area below the box you type in that says "add an attachment". Click on "browse" to find the photo on your hard drive. Then click on the "add attachment" button. If the file is large and you're on dial-up it could take a while to upload.
