This is a c/p quote
Hunters finding winter kill skulls must contact a game and fish office to get permission to move the skulls.
here is the email and reply I got
That is correct. Ideally, you might have a cell phone and be able to get out with a
call from where you are at. The reason for the law is that anytime such an animal
is found, particularly a trophy class animal, it is treated as a potential poaching
case that a warden may want to investigate. Feel free to give me a call if you'd
like to discuss this further.

If I'm packed in an area 5 to 10 miles from the trailhead and while
hunting come on a winter kill/cougar/wolf kill elk of the 6point 350 B&C
variety, I can't pack this out unless I've contacted the WyG&F, am I
reading this right?. I know I need to get a interstate tag to take pick
ups across the line
Clear this up for me.
I am going call Mark today to discuss this further,
Keep this in mind if you run across a nice rack or when you get to the trailhead you may (as my buddy who is Wyo district warden says) please press hard you are making three copies.
