Other than yourself I don't know of anyone that applies out there yet. I will be planning to come out and hunt blacktail at some point in the future but I think you mentioned before that applications are not required for that tag. I'm not sure but I will be asking a lot of questions when I'm up there fishing soon.

Yes there is OTC elk and deer tags, Blacktail in western oregon is almost all OTC and most western elk is OTC, there are some ok hunts for OTC elk in western oregon, The seasons are in mid October so you have to bust your butt to find them but if you hunt on private timber land on the coast you can find them in the clear cuts at dawn and late afternoon. The cascades hunts are pretty hard hunting, the elk are so scatered there hard to find without doing some serious scouting.
I am always amazed at the amount of scent control products that exist on the market today. But they are there for a reason. Game animals have incredible noses and if you go out into the field smelling like body odor, summer sausage, gasoline and last night's Miller High Life fiasco you will probably not be punching a tag.
