You might want to ask your question over here.  http://utahwildlife.net/forum/index.php?sid=7ce3a9f25c4ad0550d40779036cbfc2f

Some on that site get a little over protective of their hunting areas but most are willing to help.

Vernon elk

There are very few elk in this unit. The permits are issued because the ranchers and the DWR don't want any elk there. You might get lucky and stumble across one. You might also find a nugget of gold or get struck by lightning.

Sorry to be pessimistic, but unless you know a landowner who's hayfields are getting eaten by elk, your chance of getting one on this hunt are incredibly low.

I live about 20 minutes from Vernon in Cedar Valley.  I moved there almost 2 years ago and I have never seen an elk in that unit with the exception of winter time when they are out in farmers fields with quite of bit of snow around.  Sorry I don't mean to be an additional downer for you.

One tip I will give you is to go to the little diner there in Vernon.  The people working there are hunters (they also post lots of hunting pics on the walls) and may be willing to help point you in the right direction.  I talked to them about deer in the unit for over an hour one slow Sunday while eating some of their killer chicken.  I would recommend the drive just for thier food.
