You didn't mention what state you wish to hunt elk in. Colorado has 2 elk draw seasons and 2 that are over the counter, for bull elk tags. Cow elk are all draw, and yes the draw deadline was April 5th. I believe the OTC tags go on sale about July 11th. Also in early August the leftover tags (from the draws) are released for sale to the public.

These are by draw except when the DOW releases left over tags in August, which will then be OTC until they're gone.

Idaho draws dont have to be in till the end of May. But the new regs dont come out yet. They will be out in the next couple weeks. Lots of OTC tags here.
