No you can't have those two licenses at the same time.  If you want two you can have 1 over the counter and 1 cow tag from the draw.  If you look at page 10 of the guide book it will show you what you can have. 

From List A - unlimited rifle antlered sold at license agents - that would be my 2nd season rifle tag.

From list B - unlimited antlerless archery tag sold at license agents - archery tag.

Does not say anything about the drawing.  I am just trying to finalize plans and I do not want to screw up this late as DOW already screwed up my plans my cutting tags for the third year....of course they put out that they are gonna cuts tags after the application deadline.  Had I known that I would have choose a differwent area to apply in.

You can have the unlimited antlerless archery tag and an OTC rifle tag.  But remember, this year that tag is only valid in List B units.

My mistake for some reason I didn't see that there were unlimited anterless archery tags for certain units.

Hope you guys found all the animals for me this weekend Sorry I couldn't make...this darn job thing is really going to mess with my hunting plans isn't it?!?!?

So now I have a question I haven't really looked closely at it yet, but I am thinking that I can have three elk licenses this year!

So I have an either sex RFW tag on Big Gulch (list "A")

I am also planning on getting the Unlimited Antlerless Archery License (list "B")

AND, I just got my RFW packet, and it has a voucher for a "special population management" cow tag (list "C") on Big Gulch during the same time as my either sex tag!    

Now, since it states that "Hunters ALSO can obtain any number of lcenses from List C, no matter how many licenses they have from List A or B."

So if I am reading this right, I can take three animals this year!

...and for those of you looking at me like this ....yes, they would all go to good use should I choose to go for it! Heck, I ate through a good sized cow in just a few months and I do give lots of meat to family and friends that can no longer hunt or do not hunt!

I knew a hunter that ended up with 6 tags when they came out with the C list.  And he magaged to get 5 of the 6 elk. 

Heavy, I ened up not being able to go....ran into a a problem with nobody to watch the little boy.  I am actaully headed up this weekend for a camping/scouting trip.
