Looking around on the idaho fish and game site, I noticed there are leftover moose tags in certain araes.
and when looking at the drawing odds for these zones with leftover tags it appeared all the tags were drawn by applicants.
Could someone explain to me how they have left over tags when all the tags were drawn by hunters. At first glance i thought the explanation was that like elk and deer tags in idaho you do not need to put up the tag fee up front, just the license cost and then if successful in a controlled hunt draw you have a certain amount of time to purchase the tag, and if not purchased the tag goes into a second drawing. But after some more research I found this is not the case, that the whole tag fee is due up front so there should be no unbought tags to move to the second drawing.
